After
first negotiation of representatives of Ichkeria and Russia in airport
Sheremetyevo-2 in Moscow took place, appeared the most diverse commentaries and
assumptions about how subsequently events will be developed. Russian mass media
gave out a number of various descriptions, on which the Kremlin went to
negotiations with Maskhadov. Everything was mentioned, beginning from exhaustion
of army and impossibility of the «defeat of separatists», and ending with
certain secret plans of Moscow, which were dictated by situation in central Asia.
Most
popular description, which circulates in Russia and Chechnya, is explanation
that allegedly, both in Russia and Ichkeria are certain forces of uninterested
in the end of war. Between these forces, «hawks» and «pigeons»,
correspondingly, is conducted underground fight. Some are in favor of peace,
while others in favor of war. In Russia, so-called power holder in shape of
Ivanov, Patrushev, Gryzlov, etc personify «dark forces». In Ichkeria - these
notorious «wahhabists» and «fundamentalists» are in the shape of Basayev,
Khattab and others, to whom life in mud huts under Russian bombs is much dearer
than warm apartments and ones own families.
Precisely
on the eve of the meeting of Kazantsev and Zakayev in Moscow, Russian mass media
published report, that command of occupational grouping gave order about
stopping of so-called special operation against mujahideen in connection with
beginning of negotiations between Moscow and Johar. The appearance of this
information strongly agitated Russian council of the federations and Duma, which
made immediate demand from Defence Ministry of RF to explain the situation.
Sergey Ivanov's response not only explained situation with cease of
specials-operation, but also the most probable description of the unexpected
solution of Moscow to enter in contact with Chechen side.
In
his letter in the name of Duma and council of federation, Sergey Ivanov after
prolonged preface writes -
As
is imagined, propagation of similar information about the curtailment of
specials-operation engaged by some mass media could be organized by leaders of
Chechen separatists for the purpose of rendering of moral-psychological pressure
on special composition of the United grouping of troops (forces), sparking
distrust of society to activity of Russian leadership by President of Russian
federation V.V Putin as one that priority tasks is determined by adoption of all
possible measures for the fastest destruction of bandit formations in Chechnya.
In connection with this, there are indications about acceleration of special
measures, meant for neutralization of the leaders of bandit formations, which
strictly are carried out. The last actions of subdivisions of the Defence
Ministry of Russian Federation, which form part of the United grouping of troops
(forces), are clear proofs.
We
consider reports in mass media about stopping of the special operations of the
primary structures of Russian federation in Chechen Republic as groundless and
those not substantiated, since all actions of the United grouping of troops (forces)
are conducted in strict correspondence with established plan.
Thus,
all actions of Russian occupational grouping in Ichkeria are conducted in strict
correspondence with that established plan specified personally by Putin. But, if
to the words of Sergey Ivanov are added sufficiently frank statements of General
Kazantsev in the month till the meeting with Zakayev, that «purpose of
negotiations with fighters can be only one, to lead them astray and make
unexpected attacks», becomes maximally clear that for the plans in the mind of
Putin, which Russian mass media attempt to represent by certain victim of their
«power circles».
However
it is obvious, that political movements of the Kremlin were intended only to
lull to sleep vigilance of opposite side, that at suitable moment to make new
insidious attacks according to Chechens. And one of the elements of this plan is
constant demand of Moscow from Maskhadov and his representatives to part with «wahhabits,
fundamentalists and international terrorists». In this case, Russians empower
themselves the right to determine, who in Ichkeria is «wahhabist» or «terrorist».
And if Chechen side during negotiations from the very beginning does not
suppress these impulses of Kremlin, this will prove the defeat. But defeat,
first of all for those, who will begin to play according to the rules of Moscow,
being covered by Kadyrov-Zavgayev theses «about suffering of Chechen people».
As Chechen people are suffering, precisely, because of treachery of these and
other activists similar to them.
So
far as Chechen mujahideen are concerned, everything long ago and is maximally
clear for them - only the ability to destroy enemy and to inflict defeat on it
can force it to end aggression and to sit down at the table of real negotiations
to avoid its own military-political burials.
