The
strategic union of USA with Uzbekistan was concluded so swiftly, that serious
analytics to the present day still could not find any thorough explanation to
this fact. Well, and today, when noted for his changeability and treachery,
General Rashid Dostum declared his boycott to the new proposed government of
Afghanistan, generally it is difficult to forecast, anything specific relative
to future of Uzbek-American alliance.
At
the given moment, the pointer of this strange union stood still, somewhere
between Chaos and Authority. Chaos in Afghanistan is created with unconsidered
decision of Bush, who considered that by the force of weapon, it is possible to
rapidly subdue Afghans and create marionette pro-American government. But there
was never, nor it will be such government in Afghanistan. All efforts of Bonn
conference for creation of «government of national unity» are already brought
to no. And in this is “merit” of those, who pull their dolls by threads in
Afghanistan from after mound.
Dolls
here are several and after each of them stand its own master: after Rabbani –
Putin’s Russia, after Dostum – Karimov’s Uzbekistan, after Karzai - USA.
In this case, any of the competing sides tries to advance marionette of its
enemy not in the best means. In the context of this, observations of the
independent side, are completely curious. German journalist Marcus Bensman.

Dostum - this is the peasant bone, from the face, and from the way of address.
In his surrounding, many speak in Russian. He is cruel, very rough, and even
bloodthirsty. He loves to drink, although now outwardly observe Shari’ah.
About
the Kremlin protégé, Rabbani, the journalist writes the following:

it follows that influence of Dostum in Northern Alliance remains prevailing. But
this could not occur, if they did not kill Ahmed Shah Masood. This is what

I many times met with Masood. He was undoubtedly of surprising personality. He
understood, how to deal with journalists, he was very frank. Others spoke
general words, while Masood spoke reality; he attempted to answer a question.
And in this is the cruelty of fate, that precisely journalists killed or those,
who gave out himself for the journalists. He understood, that journalists are
his only allies. Specifically, they described him as the medieval hero, who
fights against the evil and darkness. He played very interestingly this role and
possessed the skill of conquering sympathy. He interrupted interview or march
for the prayer. Islam for him was important. Once, I accompanied him for the
whole day and saw this.
After
April of the current year, Masood visited Paris and on the move won the
sympathies of the West, he was rapidly removed. Murder according to the steady
habit fell down to Osama ben Laden and position of Dostum were strengthened.
Specifically, after capture of Mazar-e-Sharif by the detachments of Rashid
Dostum, came out the effect of dominoes: Kabul and other cities transiently fell.
Chaos descended to Afghan soil.
After
the delegates of Bonn conference distributed posts in the future government,
confronting after Dostum authoritizm (Karimov’s regime understood that they
shared unfairly it - representatives of Pashtun and Tajik agreed after his back.
But therefore, agreed two powers, standing after them: USA, lobbying for Pashtun
interests and Russia, which primordial supported Tajik. And Karimov nervously
pulled for the thread of his doll.
As
if this does not sound paradoxically, but Dostum and Karimov at his back
conquered Taliban. They resisted as not for long, as it would like Tashkent. It
would be better for Uzbekistan, if war intensified. Then USA would actually
estimate the importance of strategic union with Uzbeks, the value of airfields
and military targets of Uzbekistan. And then Karimov would obtain the
possibility to be bargained - to require for its services and generous
investments (USA promised even to isolate privilege credit on $3 billion), and
geopolitical concessions, and «green world» in the fight with our own
dissidents.
However,
to these dreams hardly is judged to happen - today, during December, the need of
Americans in Uzbekistan is no longer than which was during October. Why to pay
exorbitant price for the use of an Uzbek base of Khanabad, if at the disposal of
the allies of USA is found famous Bagram?
For
this very reason, Tashkent behaves nervously in the recent days. What does cost,
for example, entirely optional conflict Paris, because of the French landing
force members, whom the Uzbek authorities did not for some reason persistently
want to enter into Afghanistan? Not only Frenchmen made conclusions from this
incident, but also other western allies of USA not randomly, that they one after
others started to search for alternative military bases and alternates in
adjacent Kyrgyzstan, or in Tajikistan.
Thus,
situation changed not in favor of Karimov. They do not consider Uzbeks - neither
with the Afghan nor with the Tashkent. The results of Bonn conference eloquently
speak about this. These results hardly must someone astonish, how it must not
astonish the desperate demarche, undertaken by Dostum and standing after his
back, Karimov. At the conclusion of this should be expected attempt to divide
Afghanistan, with the creation of buffer dwarfish Uzbek state in its northern
part with the capital in Mazar-e-Sharif.
