North
Atlantic Council calls Russia to the fastest regulating of problems with Georgia
and express satisfaction by the prospect for the entrance into force on 1st
January of the 2002 of the agreement about the open sky, Georgian sources report.
This is discussed in the final communiqué of North Atlantic Council at the
level of Foreign Ministers, which passed on Thursday in Brussels.
North Atlantic Council is satisfied with collaboration of Russia with NATO
allies in the fight against terrorism and expresses confidence, that this to a
considerable extent will contribute to achievement of target - durable and
stable partnership of NATO-Russia. NATO supports right of Russia to protection
of its territorial integrity, recognizes its right to defend all its citizens
from terrorism and criminality, it is emphasized in the document.
Alliance
greets «first measures, which Russia undertook for establishing of political
dialogue on the conflict in Chechnya». Russia call to «continue to pursuit
this way for the purpose to rapidly find peaceful and reliable solution of this
conflict with the observance and protection of human rights and legal rights of
population. North Atlantic council calls Chechen side to «good will in the
search for the political solution of conflict, to condemn terrorism and to adopt
measures against it», it is indicated in the final communiqué.
Meanwhile
Moscow makes completely opposite statements, which do not leave doubts in true
purposes of Kremlin. About this testifies the word of the Defence Minister of
Russia and trusted figure of Putin, Sergei Ivanov. «Situation, prevailing in
Pankis Gorge of Georgia, where act Chechen fighters, presents the very sharp
threat to national security of Russia, stated on Friday in Dushanbe by Sergei
Ivanov.
According
to the Russian minister, recognizing sovereignty of Georgia, in Russia
distinctly is seen that «on the uncontrollable and actually occupied
territories of Georgia in Pankis valley, authority of central authorities,
including primary structures, are equal to zero hence are all problems» «Thus
if Georgian authorities themselves will not establish order there, problem will
not be solved», Sergei Ivanov stated. In the conclusion, Ivanov somewhat
softened the tone of his statement, after emphasizing that in Moscow, there are
«expectations and hopes» that official Tbilisi will take decisive measures for
normalizing the situation in Pankis gorge».
It
is obvious that after bombardments of the territory of Georgia by Russian
aviation, Sergei Ivanov's word about the threat of the national security of
Russia appear as demonstrative hint to the fact that bombardments of Georgia
will be continued. As in this situation, how will conduct itself NATO, still is
unknown. But that in the West are earnestly concerned of incapacity of Moscow to
break down resistance of Chechens does not cause doubt. For this very reason, in
our opinion, Chechen theme was shaded in the final communiqué of NATO Summit in
Brussels. In this connection, call of NATO to Chechen side to express good will
in the search for the political solution of conflict, to condemn terrorism and
to take measures against it. Cease to attack on Russians, sit down with them at
the table of negotiations, be marked off from your Islamic extremists of the
type of Basayev and Khattab, and take against them the appropriate measures.
However,
there was obviously one goal. The Kremlin became choked in Caucasus. And the
West, seeing the complexities of Moscow, tries in every way possible to help it,
simultaneously attempting to strengthen its influence in the region. And the
only obstacle by this method are so-called «Islamic extremists» in the shape
of Basayev and Chechen mujahideen, which with weapon in the hands defend the
idea of independent of Islamic Chechen state, where Shari’ah will predominate.
