and normal functioning of the gas pipe, which will be laid through the territory
of Afghanistan.
But
this project was soon rejected allegedly because of the explosion of the
embassies of USA in two African states. However, according to representative of
UNOCAL, Barry Lean, his company left the game not for political reasons, but due
to insufficient capital in order to carry out this project.
To
a question of the correspondent of newspaper «Izvestia» on
the possibility of revision by management of the company of her decision,
representative of UNOCAL on relations with press, Teresa Covington answered as
follows:
UNOCAL
are not planning to deal again with this project, we switched our investments in
other regions.
But
Mrs. Covington, most likely, deceives by cunning. Indeed besides gas pipe
mentioned above, company UNOCAL planned also building of oil pipeline, which
would pass from Turkmen city of Chardzhou to the coast of Arabian sea. Total
cost of the oil pipeline with a length of 1,6 thousand kilometers (of this total
in Afghanistan is 670 km) was evaluated at 2,7 billion dollars.
However,
many in Washington assume that UNOCAL simply
attempts to hide its intention. Destroyed by war, Afghanistan does not
represent for American investors of another interest, except as the transit
territory for the transport of oil and gas… To sell Caspian oil on
rapidly-growing markets for South Asia for American corporations much more
profitable than to chase oil from Caspian Region in the West and to propose it
to Europe, concludes newspaper «Izvestia» with reference to western sources.

designs of laying gas and oil pipelines from Caspian Region to attractive
international market of Arabian Sea can become the main thing, if not only
method to inhale life in Afghanistan, considers expert of the fund by Carnegie,

If
Bush and other Republicans from the highest echelons of authority actually cover
their true goals under the slogan of punishment «terrorist №1», then
created in Bonn (or created in the future some elsewhere) government will have
to rest only on the American military force. But this was already administration
of Babrak Karmal and Najibullah, which were being held for so long time on
Russian bayonets. How this ended, is known to all. But now, in the opinion of
one of the experts on Afghanistan, Anatoly Liven, most authoritative in USA,
formed by United Nation and propped up by American military power of potential

not be able to control entire country.
Only
field commanders from different opposing groupings now have real authority in
Afghanistan, says Liven. - And they will not leave out their authority… And
main question - what to do with Pashtun. In the north of the country, there is
although some similarity of authority. But Pashtun in the middle of 90ies for
the first time in many decades proved to be capable of uniting Taliban only.
Americans and Europeans do not have even approximate idea, who in the medium of
Pashtun can be the most influential leader. We will need months, and may be
years, in order to explain this.
Completely
interesting appear following words of Liven: Americans in no way can part with
their idiotic confidence in the fact that with their support, people from other
countries themselves
transform into Democrats and advocates of the market economy in the course of
several months.
In
the case with Afghanistan, this illusion, on its assertion, is doomed to failure.
In course of such development of events, all efforts, all victims in this
military campaign will be useless, concludes Anatoly Liven.
Thus,
today in Bonn first of all collide the interests of large transnational
corporations both American UNOCAL and Russian «Lukoil» regarding the transport
of Caspian oil. Russia has their trump in the form of Burhanuddin Rabbani, and
Americans in the sleeve hold of former king of Afghanistan, Zahir Shah. But it
is not possible to discount also Uzbekistan in the war against Taliban, quite
big role is playing protégé of Karimov, General Dostum. The completely
doubtful outlines of the new government of Afghanistan appearing in Bonn will
become clear under the conditions for the serious collision of these interests.
In spite of the outward defeat, it is still too early to discard Taliban from
calculation: if conquerors in the country begin differences, then Taliban can
again state about themselves in a serious manner. And then for Bush is necessary
to conquer Afghanistan again, but already without the support of Northern
Alliance.
