Time
is such. Hangmen became politicians. Here, for example Constantine Pulikovskiy
is «hero» of the last Chechen war. He was distinguished for his attempt during
August 1996, to erase Grozny city from face of the earth. This he devised as «tactical
craftiness» - declared ultimatum to innocent civilians of city: for 72 hours to
leave their houses and leave the city. He designated even «corridors» for exit
and when inhabitants attempted to use these corridors; Pulikovskiy issued order
to strengthen shelling. Corridors proved to be the corridors of death. Now
Pulikovskiy is a politician and representative of the President in Far East.
One
additional «subjugator of Caucasus» is Shamanov. Now he is governing in
the central Russian town of Ulyanovsk.
The fact recalled that in interview with «Novaya Gazeta» proposed to consider
wives and children of Chechen soldiers terrorists. He spoke that what he thought.
And he became accustomed to do it. Another character of our sad history is
Viktor Kazantsev. He was especially memorized by his stupidity in winter
campaign of 1999-2000, when invaders «heroically» took Grozny during three and
a half month! Two times longer than Berlin in 1945! Then he all sprayed with
saliva in front of television camera and in no way could understand, why heroes
of Chechen resistance, commanders of the defense of city, first went to
minefields, saving their soldiers. Well, in no way, this was plotted in the head
of Russian General, who was accustomed to war with people, desirably with those
not armed. Or may be the worst, to plan punitive actions, but necessarily in the
cover of the command of army commandos.
Now
Kazantsev was appointed for negotiations with Maskhadov. He again stated on last
Friday, «only those questions could be discussed, which concerned «handover of
weapon by fighters and their return to peaceful life». Such statements, Mr.
Kazantsev makes periodically once a week. In spite of the fact that initiator of
negotiations was at all not Maskhadov, but Putin. Why does he speak this? Surely,
so that Chechen side might refuse any contacts. Indeed it is understandable that
to begin dialogue from the advancement of deliberately unacceptable conditions -
this is guaranteed for its failure. Then natural question arises: Whether these
negotiations are necessary for Moscow? Whether Kremlin leadership is interested
in achievement of real peace in the North Caucasus? Indeed as spoke comrade
Lenin: negotiations - this is the beginning of agreement. Agreement - end of the
negotiations. But this is what spoke Russian politicians and servicemen very
recently.
The
same Kazantsev: [05.07 15:48] «Fully Authorized representative of the President
in southern federal region, Viktor Kazantsev excludes the possibility of
conducting any negotiations with leader of Chechen separatists, Aslan Maskhadov,
informs RIA «Novosti». In the opinion of Kazantsev, Maskhadov on no account in
reality does not answer, and to hold negotiations with him has no sense. The
Russian Defence Minister, Sergei Ivanov:
«Reality of negotiations with Maskhadov is practically zero» since «he
himself now simply cannot be distinguished from the terrorists».

EXCLUDES NEGOTIATIONS WITH MASKHADOV «negotiations cannot be conducted with the
bandits», stated plenipotentiary representative of the President of RF in
southern federal region, Viktor Kazantsev called, «no one needs delirium», the
statement of the leader of Union
of Rightist Forces
(URF), Boris Nemtsov about the need for negotiations with the leader of Chechen
separatists, Aslan Maskhadov. In the interview with news
agency Interfax on
Thursday, Kazantsev stated: «No negotiations are possible with Maskhadov. The
time of negotiations has passed». «And what can be conversations with the man,
who is wanted», added plenipotentiary. In his opinion, B. Nemtsov «does not
manage real situation in Chechnya». «There is legal leadership of republic in
the shape of Akhmad Kadyrov and government of Chechnya, and negotiations cannot
be conducted with the thugs», stated the plenipotentiary of the President.
Here
is one more exponential statement Of Kazantsev. «Negotiations with
fighters are possible to conduct only with one purpose: to lead them astray and
then make unexpected attacks on them!» Putin’s plenipotentiary in
front television cameras in Rostov spoke this, after sequential splash of
journalistic interest in the initiative of Nemtsov about the need for
negotiations with Maskhadov.
And
still much in the same kind talked almost all Russian politicians in two years
of this wild meat grinder. These several statements are only small part that is
available in the hand. In this case, it was constantly emphasized that "second
Khasavyurt will not be permitted to happen».
In
the consciousness of today's Russian «elite», Khasavyurt agreements were
political defeat of Russia. But the second Chechen war is respectively by
revenge. But then the question arises: and why now negotiations with allegedly
conquered enemy? What did happen? Response can be found in the very curious
article of director of Institute of political studies, Markov SA, published in
the newspaper «Nezavisimaya» even during September of year 2000 year. Markov
writes:
«Military
question remained on the second plan, to the first was left political -
isolation of partisan movement. For achievement of this purpose, again became
important Maskhadov. Fighters need him as the sign of the continuation of war
for independence. Moscow needs him as the symbol of refuse of Chechens from the
idea of independence. Therefore, negotiations with Maskhadov are expedient again.
It is necessary, in the first place, to rigidly support Chechens, who during
last several years came forward on the side of Russia: first of all it means to
support Gantamirov and his fellow soldiers. In the second place, to conduct
negotiations with Maskhadov not as with the President even if of self-proclaimed
Ichkeria, but as with the most reasonable and moderate field commander. For this
is necessary delegitimization of Maskhadov. Thirdly, the condition of
negotiations cannot be the very strong concessions of Moscow to Maskhadov. For
the acknowledgement of the authority of Moscow, he must be allowed to the future
political life in Russian Chechnya - this will be a chance for him to be
preserved on the political scene.
This
is what the plan is. They, there in institutes of political studies, sit and
think how to help Kremlin to break the main thing, that is, spirit of Chechen
people, its tendency toward freedom. But for this, according to President of
Ichkeria, they should make political attack. They call it delegitimization.
Markov proposes: Condition of conducting the negotiations with Maskhadov - his
delegitimization as President of Chechnya. Any negotiations with President of
Ichkeria are mortally dangerous. However, negotiations with Maskhadov, as with
one of the politicians of Chechnya, are extremely important today. In the
historical plan, election of Maskhadov as President of Chechnya must be leveled
to victory of Nazi party in parliamentary elections of Germany in 1933, which
passed in the situation of the most severe terror against social democrats and
communists.
Today
to conduct negotiations with Maskhadov for Moscow makes sense for several
reasons. First, Moscow must demonstrate its will to world community opinion for
political solution of problem. Note! That is completely «only to demonstrate».
That is, as if there is will, and it remains. We read further: «Russian elite
must understand that methods of establishing constitutional order in Chechnya -
not only internal affair of Russia, whereas they are connected with death of
peaceful citizens. Moscow must have justification before the world community,
and in this there is nothing shameful - such are realties of modern world. But
further is still more interesting and franker.
«Negotiations
with Maskhadov are necessary in order to demonstrate to the people of Chechnya,
that Moscow attempts to decrease losses among innocent people. Negotiations must
become the main method for Moscow to be victorious in information war with
wahhabists side, to gain moral victory, to obtain support of the people of
Chechnya and world public opinion».
This
is all, what worries the Kremlin. This is all that is want by them there in
Lubyanka and Kremlin offices. To be victorious in information war against
notorious wahhabists! But in any case peace will not be restored, as someone
could think? Therefore Markov gives simple and intelligible mechanisms:
Maskhadov hardly can recognize Russian authority in Chechnya - indeed he
believes that he is the lawfully chosen President. Therefore, condition of
negotiations with Maskhadov is his delegitimization in the eyes of the people of
Chechnya and world public opinion. Independent Chechnya, in the opinion of
Moscow, is today almost completely delegitimized, it is necessary to deprive
legitimacy and its lawfully chosen President.
To
deprive the legitimacy of the legal President of CRI, Maskhadov – that is the
purpose of adventure by the name of «negotiations». These are the simply
chronological «operation» of State Security Agent, Putin. In the ideal, it
must be completed thus: Today only exit for Maskhadov would be the confession of
their political errors, recognition of the sovereignty of Russia above Chechnya,
participation in the construction of peaceful life. For Maskhadov, this would
reveal the possibility of participation in the political life of future free
Russian Chechnya. It is necessary to give him the chance to leave the blind
alley».
This
would be passage from mythical military victory of Russia in Chechnya to the
political victory, paving the way for military victory. History is silent about
achievements of the knight of raincoat and dagger under pseudonym of Platov, in
the people known, as Putin VV. Might be he could catch stars from the skies in
the field of secret service in Germany. But his Caucasian operation will be
hardly successful. Here is not Germany for you, comrade Platov. But here the
case may be more serious?
