Russian
deputy Viktor Alksnis forecasts entry of Abkhazia and Southern-Ossetia into
composition of Russia in 10-15 years. About this, he stated in the interview
with a number of Georgian Mass-Media, noting that «the most diverse» forms of
status can be developed. It proposes, during the first stage, adoption by Russia
«of the concept of equip-subjectivity» of Georgia and Abkhazia, Georgia and
Southern-Ossetia». Recognizing the sovereignty of China, Russia develops «excellent»
economic relations with Taiwan, and it is also possible to enter at first with
respect to Abkhazia and southern Ossetia, said Viktor Alksnis.
According
to him, if the West recognizes independence of Kosovo, «to what goes the matter»,
then this «will allow Russia to change position concerning the territorial
integrity of Georgia». He stated that President Eduard Shevardnadze placed
Georgia «on the edge of disintegration». «This is positive factor from the
point of view of Russian interests», noted member of the committee of the State
Duma of RF on the matters of federation and regional policy, Viktor Alksnis. At
the same time, Russian parliamentarian claims, if Shevardnadze resigns, then
will appear the possibility to solve South-Ossetian, and Abkhazian issues «perhaps
in the integrity of Georgia». «While Shevardnadze is present in the authority,
both the situation in Georgia and Georgian-Russia relations will deteriorate»,
said Viktor Alksnis.
Viktor
Alksnis considers possible bombardment of the so-called bases «fighters» in
Georgia or the use of Russian commandos against them. «Georgia became refuge
for terrorists», he stated to agency Prime-News, after emphasizing, that
President Eduard Shevardnadze recently «complimentarily» answered about
Chechen commander, Ruslan Gelayev. In this connection, he considers that Russia
could «go along American way». «Americans bomb terrorists in Afghanistan,
there operates American commandos, why in the case of the aggravation of
situation in the North Caucasus, does Russia not apply the same methods to
Georgia», said Viktor Alksnis. In this connection, he mentioned the bombardment
of the territory of Georgia during October by unidentified aircraft and by
helicopters. It is possible to undertake «something similar», stated Viktor
Alksnis.
Meanwhile
Ministry of Foreign Affairs of Georgia rejects to officially confirm the end of
the conclusion of Russian 50th military base from Gudauta till
obtaining of the comprehensive information from Moscow about which quantity of
military equipment and personnel to be brought out from the indicated base. The
corresponding statement with expression of protest against similar position of
Russia, MFA of Georgia sent out to the accredited in Tbilisi embassies and in
the international organizations, reported in briefing on Friday by director of
the department of information and social relations of MFA, Kakha Sikharulidze.
According to his information, from Gudauta on seven trains was expected to
export 34 units of armored vehicles, but in reality were exported only 24 units.
Remaining ten armored vehicles, Russian side moved to block posts in the
environments of Kodori gorge, it had no juridical right on that, since this
gorge does not enter into safety zone, said Sikharulidze.
Furthermore,
he noted, without agreement with Tbilisi, Russian side left on Gudauta base for
the protection of its installations, 600 of its military servicemen. But was
discussed issue of only about 100 Russian military servicemen, left as the
subdivision of protection; moreover this subdivision had to be formed from the
personnel of Russian peacekeeping forces, deployed in the zone of
Georgian-Abkhaz conflict, diplomat said. According to him, if Gudauta base is
finally disbanded, surprise is caused, why Russian side, until now, did not
legally design its transfer to Georgian side.
The
conclusion of Gudauta base had to be maximally transparent, and if Georgian
experts did not have the possibility to observe it, then Russia had to ensure at
least international control of this process, said Kakha Sikharulidze.
Specifically,
because of the absence of this control, until now, it is not known to Georgian
side that it was specifically exported from Gudauta, he noted. In this
connection, MFA of Georgia directed t three notes o Moscow with specific
questions concerning the conclusion of this base; however, only once in Tbilisi
obtained response, however not complete, about the fact that Gudauta base was
liquidated both de jury and de facto.
Conclusion
from the territory of Georgia Of the Gudauta and Vaziani Russian military bases
to 1 July of year 2001 was provided by resolutions of Istanbul Summit of OSCE
(1999). The delay of the liquidation of base in Gudauta, Russian side explains
by the protests of leadership and public of Abkhazia.
