Representative
of President Maskhadov, Akhmed Zakayev did not succeed to leave «Sheremetyevo-2»
airport,
as Russian side broke out by a series of commentaries on his meeting with
General Kazantsev. So-called chairman of the committee of State Duma of RF on
security, Alexander Gurov, delivered so extensive statement concerning
negotiations. Negotiations between Viktor Kazantsev and representative of Aslan
Maskhadov, Akhmed Zakayev at the time being are passing not on political, but at
the administrative level, he stated in a transmission of the radio station «Echo
of Moscow».
«The
need for these negotiations undoubtedly exists, because in any case, from this
situation is necessary to come out, all understand it excellently, noted Gurov -
but to come out is necessary, preserving face for all sides». At the same time,
emphasized A.Gurov, at political level, Russia «does not, as before, see
subject for negotiations». Therefore, in his opinion, «for the time being, it
is completely not clear about the role and consequences of negotiations between
Kazantsev and Zakayev».
The
head of Duma committee on security is convinced that «in the first place,
during these negotiations will be solved problem of disarmament of fighters -
bargain is here inappropriate». «If not about disarmament, then generally
about anything else, there can be no discussion», he emphasized, after adding
that «after September 11, all attempts of Chechen fighters to draw attention of
world community has lost their value». «Therefore, no option is left for them
other than to be disarmed and to run hence mercenaries», noted Alexander Gurov.
Russian
side generally avoids term of» «negotiation», preferring to call the Moscow
negotiations of Zakayev and Kazantsev with word «meeting». One of the members
of the delegation of Viktor Kazantsev stated to agency «Interfax», that the
conversation took place «in the benevolent, and working situation». «Representatives
of Chechen side expressed appreciation for the fact that the last statements of
Russian leadership do not appear ultimatum, but they are invitation to dialogue»,
stated assistant of Kazantsev. According to him, Akhmed Zakayev confirmed that
Chechen side was ready to end combat operations and to discuss conditions, put
forward by Moscow.
Russian
side specially emphasizes that participants in the meeting agreed on the fact
that peace must be restored be on Chechen land. And that «meeting passed within
the framework of the proposal of the President of Russia, Vladimir Putin about
the voluntary handover of weapons by fighters and return to peaceful life.
However,
Chechen side interprets the meeting held in Moscow as completely differently.
Before the flight to Moscow, Ahmet Zakayev delivered brief statement, in which
briefly he hinted to that about which specific points, he intends to speak on
behalf of President Maskhadov. «Today at the invitation of Russian side by
special-flight, I fly to Moscow for negotiations with plenipotentiary
representative of the President of RF, Mr. Viktor Kazantsev.
The
forthcoming meeting is the consequence of the statement of the President of RF,
V.Putin on September 24, in which he proposed to Chechen side to make contact
with his representative for considering the conditions for termination of
military operations. As is known, President of CRI, Aslan Maskhadov supported
the initiative of V.Putin and he with his edict authorized me to begin dialogue
with Russian side.
In
the course of long consultations on the forthcoming meeting, Russian side
rejected proposals about mediators, insisting on that all debatable questions
can be solved without them. Being convinced of the reverse, but, feeling
responsibility before the Chechen people, who experience terrible sufferings and
who are targeted to the threat of physical destruction, we agreed to this
meeting with the active assistance of Turkish side...»
In
his statement, Akhmed Zakayev informed that with him to Moscow would fly leader
of the Liberal Democratic Party of Turkey, Besim Tibuk,
who, as a whole, rendered feasible assistance in the matter of organization of
the meeting in Moscow. On the return to Istanbul, Akhmed Zakayev stated to
journalists that subject of talks in Moscow were questions of the curtailment of
war and passage to peaceful political settlement of Russian-Chechen relations.
He rejected all reports, that the sides examined question of disarmament of
Chechen armed forces. There was no such question in the agenda, emphasized
Zakayev. According to him, in Rossi and Ichkeria has appeared real chance to end
war and to solve all debatable issues at the table of negotiations.
And
it is necessary to avail this chance. The current talks in Moscow are
interesting not only by its fact, but also by some nuances, which demonstrate
with obviousness, that Russian-Chechen negotiations risk to become the arena of
noisy political battles and maneuvers both from this and from that other side.
So the adviser of Viktor Kazantsev, Maxim Fedorenko, commenting on statements of
special-representative of Aslan Maskhadov and his press-secretary Mairbek
Vachagayev,
who now lives in France, in connection with the talks in Moscow, he reported
that «Mairbek Vachagayev has no authorities for the statements relative to the
passing contacts of Kazantsev and Zakayev». According to Fedorenko, assistants
of Zakayev, who accompanied him to Moscow, confirmed this position.
And
the second point is that official
representatives of MIA of Russia stated that operational services of Moscow
militia in collaboration with Department of Federal Security Service (UFSB) in
Moscow and Moscow region «carried out and are carrying on secret service work
on detection of the persons with extremist mood, who desire to prevent the
meeting between Kazantsev and Zakayev». The distribution becomes very
interesting now – «Chechen terrorists» in the eyes
are converted into respectable negotiators (but the truth is that not all). But
those, who with gladness supported the call of Putin «to destroy all Chechens»,
now risk to become «extremists, who desire to prevent» to restore peace in
Caucasus.
