Massive
meeting, held on Saturday on the central square of Makhachkala, will be
continued on Monday and becomes timeless, «till resignation of Minister of
Internal Affairs of Republic Dagestan». It was declared upon termination of
meeting at press conference by head of administration of Makhachkala, Said
Amirov, as informed by Russian information sources. Resignation of the head of
the Ministry of Internal Affairs of the Republic became the main demand of
participants of protest meeting, which was called on Friday after already 14th
attempt at life of the mayor of Dagestan capital and murder on Tuesday of the
vice-president of National assembly of Dagestan, Arsena Kammayev and manager of
the local branch of «Promstroibank», Abdul Khalik Musayev.
It
is affirmed in the appeal made by participants of meeting, that Minister of
Internal Affairs of Dagestan, Adilgeriy Magomedtagirov «does not fulfill
official duties assigned to him". The request to the head of the Ministry
of Internal Affairs of Russia, Boris Gryzlov «in contents of circulation is the
demand to appoint honest, fair, decent employee to this post, representative of
Russian nationality is desirable».
It
is necessary to note, that conflict between Avarian and Darginian clans is
continuing in republic already since long time. Darginian clan heads Said Amirov,
who has survived through more than ten attempts at his life. Darginians have
so-called chairman of State Council of Dagestan, Magomed Ali Magomedov. Both
pro-Moscow heads are known in Dagestan for their connections with drug mafia.
Under their patronage contains huge poppy plantations in Kadar zone of the
republic, where there were fierce fights with local Muslim community in the
year 1999 (Karamahi and Chabanmahi), which have destroyed poppy plantations
belonging to Magomedov and Amirov. So far as Adelgereya Magomedtagirov is
concerned, as well as the chairman of so-called National Assembly of Dagestan,
Muhu Aliyev heads Avarian clan, who express extreme discontent to the priority
position of Darginians in republic.
The
leader of Lak clan, Magomed Khachalayev was killed, and his brother, deputy of
Russian State Duma, Nadir Khachalayev was arrested. According to experts, today
in Dagestan accrues antagonism of two basic clans - Avarian and Darginians - in
struggle for spheres of influence, financial sources and control of Narcotic
business. Kumik clan, which is represented by the Prime Minister of the Republic,
adheres to neutrality, trying not to get involved in this struggle. Lak clan
after murder and arrests of brothers of Khachilayev is practically disorganized,
and Lezghin clan is divided by internal contradictions, and could not be
organized in serious force, which could contend with Avarian and Darginian «godfathers»,
intense condition is prevailing in Dagestan permanently already since tens of
years.
