The
title of article, unfortunately, is not metaphor and by no means sensational. I
will present only the facts, which are known to all, but many do not want to
note it persistently. As the citizen of my country, Russia, I want to express my
civilian position. Sometimes Russian authority is desirable to sympathize.
Children try, but it is not obtained. They wanted as better. But the case with
the narcotics simply screams by its obviousness. I do not want to be
unsubstantiated. Let us turn to the facts:
1)
Addiction is absolute evil in the contemporary society. In Russia, it acquired
the threatening scales. In the last 10 years only according to official data,
which as always are understated, the number of addicts in Russia grew 12 times;
2)
The leonine fraction of all narcotics (mainly heroin) falls to us in Russia from
Central Asia, or more precisely from Tajikistan;
3)
Tajikistan is ruled by pro-Russian regime of Imomali
Rakhmonov
from the Kulyabian clan. Tajikistan is the member of CIS and there have been
stationed Russian military bases;
4)
Narcotics fall from Afghanistan in Tajikistan. In any case, so it is confirmed
in Moscow. Let us accept this confirmation, especially as we are concordant with
it;

After the withdrawal of Soviet troops from Afghanistan in 1989, pro-Russian
President Najibullah was thrown down in 1992 by the coalition of field
commanders. However, civil war with this did not end, on the contrary, it was
thrown on Tajikistan. Only in one year in 1994 in the south in Kandahar is
conceived the movement of Taliban (Islamic students), who call for the exit from
bloody chaos by turning to pure Islam. It is necessary to note that their
movement finds sympathy among the Afghans (mainly among Pashtun). And the matter
here is not only in the generous financial infusions from Pakistan, government
of which was not actually desirable to have quite near robber republic Of
Burhanuddin Rabbani. Taliban to the surprise rapidly occupy almost entire
territory of Afghanistan and during September 1996 knock out the government of
field commanders from Kabul. Up to the present moment, Afghanistan is divided
into two parts. The northern alliance of the field commanders, most influential
of whom was Ahmad Shah Masood, which controlled about 5 percent of the territory
of Afghanistan on the mountainous north, which adjoins Tajikistan. The
detachments of Northern Alliance consist mainly of the local Tajiks (Masood also
ethnic Tajik). Taliban, who rest on ethnic Pashtun, controls the remaining
territory of the country. At the same time, it is necessary to recognize that
Taliban carry out active policy of the equality of all before the Shari’ah,
which gradually draws other ethnic groups of Afghans to the side of Taliban;

The flow of narcotics from Afghanistan is controlled by Northern Alliance.
Firstly, the near-boundary territory with Tajikistan, through which goes heroin
in the hands of Masood. In the second place, as reports the newspaper «Versia»
(No.15 (139)), Andrei Chertanov's article «The authority of Taliban». p. 7),
«majority of narcotics businessmen in Afghanistan are ethnic Tajiks». On the
basis of what means fights Northern Alliance stopped up by Taliban in Afghan
province Badakhshan? Taliban are financed by Islamic organizations, Pakistan,
interested in danger of its northern boundaries, and, until recently, in the
petroleum of American corporation «Yunokal». But in the meanwhile, precisely
from the territories of Northern Alliance flow narcotics into Russia and Europe.
Conclusion confirms itself by itself: similar to Columbian partisans, the
detachments of Akhmed Shah Masood finance themselves due to sale of narcotics;

«Russia supports Masood», writes the author of the mentioned article. Further
we read: head of the apparatus of the committee of State Duma on affairs of
industry, Anton Surikov, a person close to the military special services,
considers that Masood is capable to resist Taliban only because of the secret
support to Russia. Masood controls only small territory on the north of
Afghanistan. According to Surikov, to Panjsher valley, where Masood’s forces
are based, are supplied foodstuffs, military technology and weapon from Russia.
But also the military advisers on the lines of Main
Intelligence Directorate
(GRU), who, among all other things, lead military actions. Moreover, the base of
the aviation of Masood chose airfield in the Tajik city of Kulyab. That Masood
himself, whose soldiers killed initially Soviet soldiers, and then Russian
frontier-guards?! That Masood, who controls the flow of narcotics into Russia?!
As the citizen of Russia, I want to ask: why? Official cover is such: Taliban
threatened to take Central Asia and Russia and to establish Islamic regimes
there. Let us have a look on the actual things. Taliban sheltered Osama bin
Laden in their territory, who, as they claim in USA, exploded embassies of USA
in East Africa during August 1998. This spoiled relations with the Americans,
which soon made rocket attack on Afghanistan.
Pakistan
depends on USA. Taliban simply do not have sufficient forces and facilities to
conquer Central Asia. Moreover, as claimed by some of our politicians and
specialists, Taliban repeatedly hinted to Russia, that it is possible to deal
with them. The case with the release of the Russian pilots in 1995, who were
blamed for the deliveries of weapon to Northern Alliance, is a clear example for
that. It is much doubtful that the poor state, which is found in the
international isolation, would threaten safety of Russia. If Kremlin government
actually fears Islamic revolution, then here is necessary rather to fear from
rich and influential Saudi Arabia. But aid to Masood and to his detachments from
the side of Russia seems entirely distant from the international solidarity. It
is known that Russia does not have excess of money. International debt
consequently is huge. Yes, even who did say that our government does help
narcotics barons by money? This assumption is rather vice versa.
