world’s peace and stability, level with the nuclear and chemical weapon.
The
Secretary General of United Nations, Kofi Annan named this small arms «weapon
of mass destruction with small speed». «Non-distribution of such weapon in
world scales is capable to prevent conflicts in the future», - he declared,
acting in General Assembly of the United Nations. Rifles, automatic guns and
other small arms carry away lives of 90% victims of local military conflicts.
According to the International Red Cross for last 10 years, in similar conflicts
were lost about 3 million people. And,
in opinion of military analysts, most frequently in these conflicts is used
AK-47 and its modifications.
Approximately
50 million «Kalashnikovs» are used all over the world. It as «weapon of
economy class» is actively applied in all wars» by economy class, including
Somalia and other less-developed countries. The small arm is very popular on
world «black market» arms. According to the international agreements, bargains
on sale of the weapon should conduct only between two governments, however the
insurgent and criminal organizations use the channels of reception of the weapon.
In opinion of many experts, the revolution of illegal traffic in arms reaches 8
billion in one year that makes a quarter of a revolution of the world market of
arms.
The
significant part of arms gets on the black market from the countries of the
former Soviet block, where «Kalashnikov» gun was made or is made. The
significant part of the weapon shooting on the Balkan and in Columbia has
arrived there from Russia and other countries of the former USSR. Have passed
times, when the superpower of the USSR gave the weapon to other states,
demanding for political loyalty. All has changed: former representatives of USSR
have quickly organized firms, which trade in the weapon, receiving in exchange,
on conditions of one-day payment, drugs, diamonds or cash. «Capitalism is
wonderful!» - one Russian dealer of the weapon, who, served in military
intelligence earlier, has declared. «I am not separate from much bureaucracy,
and I conduct remarkable life.
But
I should keep anonymity and hold my mouth on the lock, because it can mean the
end of my affair», - he told on conditions of anonymity in telephone interview
to the newspaper «Cokes Newspaper», conducting journalistic survey about
underground traffic in arms. Provincial military men became an axis of the
weapon of black market in the beginning of 90ies, when plans of reorganization
of the Soviet Army in army of the new independent states, have resulted to
disintegration and to chaos.
Many
officers did not know that to expect from mother - Russia and the new
governments of such places, as Ukraine and Kazakhstan. Then the control of
arsenals was lost. In result, the weapon has come into the hands of hundreds
private security services in Russia and the East Europe, which have organized
protection of a new class of businessmen. It also has come into the hands of
insurgents from the Chechen Republic and Columbia, which have received not only
AK-47, but also portable antiaircraft complexes, rockets, grenade launchers, in
the volume appropriate to their modest financial opportunities.
However,
in middle of 90, East European business did not require any more such protection,
and as the Russian dealer of the weapon told, they have become interested in
other markets. Underground trade of «Kalashnikov» became possible also because
the organization of legal weapon business was carried out with big mistakes.
After disintegration of the USSR in 1991, Moscow has lost the full control above
licenses on AK-47 and its updating - from all, which were invented by Mikhail
Kalashnikov.
The former Soviet allies, who are producing this automatic gun, have opened for
themselves new Eldorado. They make the weapon, not informing Moscow and nothing
