The
Baku newspaper «Echo» has informed that in Azerbaijan, there is a
representative of pro-Russian head of occupational administration of the Chechen
Republic and former mufti, Akhmad Kadyrov. According to the newspaper,
representative is called Mukhtar Ismailov, and he arrived to Baku with quite
certain powers from the chief. And they decided it by desire of Russia to open
in Baku of so-called «official representation of CRI» in peak for a long
time mission of official Representation of Chechen Republic of Ichkeria
already existing here in Azerbaijan republic, which is supervised by Ali Asayev.
However, marks «Echo» that the last never operated in Azerbaijan at a level of
interstate relations and by journalists were usually designated and is
designated as «informal».
For
the first time to open representation of the Chechen Republic in Baku, Moscow
had started talking about its desire some months back, during visit to Baku by
chief of section of department of crisis situations of the ministry on affairs
of Federation, national and migratory policy of the Russian Federation, Igor
Zadvornov. At press conference in Russian embassy, Zadvornov declared then, that
ministry of federation together with the Ministry of Internal Affairs and
occupational administration of the Chechen Republic «prepare lists of injured
citizens for rendering help to them».
Among
measures, which were declared by the Moscow official, were referred to
restoration of habitation and payment of indemnifications for the lost property.
However, explained Zadvornov, only Chechens, who will come back to Ichkeria can
expect the aid. And after his return, it will be necessary to be registered in
occupational law-enforcement bodies.
In
opinion of the Azerbaijan newspaper, arrival to Baku of the envoy of Kadyrov
grows out some warming of our relations with Russia. Specific evidence for that
can serve the information, published by newspaper «Sharg» on October 27. The
Russian ambassador in Azerbaijan, Nikolai Rzhabov declared, that Russia would
not introduce a visa regime for Azerbaijan. This announcement was made before
discussion in the State Duma of the Russian Federation of a question on
introduction of visa regime with some countries of CIS.
The
envoy of the head of occupational administration of Chechen Republic, Ismailov
informed «Echo», that for an official recognition of Kadyrov’s
representation in Azerbaijan, he already has presented all necessary
documents on one of these days for consideration to the Azeri Foreign Ministry.
The head of the press-service of Foreign Ministries, Metin Mirza informed the
newspaper, that till now he didn’t receive any information on the document
submitted in department. Perhaps, it does not exist in general, however it is
necessary to take into account, speaks M.Mirza, that news about such papers, as
a rule, reach his office through 3 - 4 days after their receipt.
Originally
they are forwarded to minister, he puts the resolution – whether to accept or
not documents for further processing, and already after that are transfer in the
appropriate sections of department - for speculation in appropriate form, about
these are informed in the press-service. «Minister, as you know, he is on his
visit, - speaks M.Mirza. - As soon as he will return, this document if it is, at
once will be presented to him, and already after that, I think, we shall be
ready to express the official position in this case. In his absence acceptance
by the Foreign Ministry of such documents is impossible. Final decision is that
of the minister». M.Mirza, in this connection has considered necessary to
inform, that till now the Foreign Ministry of Azerbaijan did not support any
official contacts with Chechen representative in Baku, Ali Asayev.
Management
department of external relations of the machinery of president, Novruz Mamedov
too did not receive any information on stay in capital of Azerbaijan of personal
representative of Kadyrov. However,
he also recommended to the newspaper to wait for receptions of the official
answer to a question on relation of leadership of Azerbaijan to an opportunity
of opening of pro-Russian Kadyrov representations directly from the head of the
Foreign Ministries, in whose competence includes removal of such decisions.
