The
first day of October began with visit Azeri
Defence Minister, Saphar Abiyev, to Turkey. At all
prosaic of trip to Ankara of Colonel-General, Abiyev, that fact is remarkable,
that in the same days, Defence Minister of Iran,

Shamkhani
was in Moscow. He already signed with Russian counterpart, Sergey Ivanov the
bilateral intergovernmental agreement about military-technical cooperation.
After Putin's visit to Yerevan in connection with visit of Shamkhani to Moscow,
it is uneasy to guess the reasons of alarm of Baku. The agreement with the
Iranian side as told S. Ivanov, was made on results of the arrangements achieved
in March of this year during visit of the Iranian president.
Thus
Russian hinted, that a direct connection between Russian - Iranian dialogue and
the agenda - international aural against terror does not exist. Moscow does not
want that rapprochement and military flirt with Iran was regarded in the West as
a bluff. Details were not informed, however it is known, that Iran on contrary
to anxiety of USA and of some of the European countries is going to buy and
establish Russian systems of protection of borders on 800 kilometer Afghan
border. Teheran would like to get Russian rocket engineering, fighters SU-27, armored
troop-carrier (BMP)
and military boats. The last can put the position of Russia in complex in
connection with difficult process of negotiations over Caspian Sea, where these
boats simply will spoil «all raspberry».
Azerbaijan
authorities are disturbed also with the fact that during Putin's visit to
Yerevan, the sides agreed upon transfer to Russia by leadership of Armenian
nuclear station - bases of power of the country that means open Russian
strategic domination. Then followed the three-day visit by Pope John Paul II,
devoted to 1700 anniversary of Christening of Armenians, that also forced
Azerbaijan to become nervous, whose press openly and in a specific manner
ignored this event.
In
the meantime, Ankara with a week interval expressed discontent and Ministry of
Foreign Affairs of Turkey published the statement, in which it expresses a
regret of the Turkish side in connection with statements of the Pope during
visit by him in Yerevan of a monument to victims of so-called «Armenian
genocide in years1915-1923».
On
this background - who in Baku wants to see visit Saphar Abiyev to Turkey the
beginning close military - the strategic union like Armenian-Russia, that would
result in balance in region. However, for such alliance about military mutual
cooperation, in opinion of the majority of analysts, ground for the present does
not exist.
In
Ankara, Abiyev carried out negotiations with Defence Minister, Sabahattin
Cakmakoglu,
Chief of the Joint Staff of Turkey, general Huseyin
Kivrikoglu,
some commanders of various units of armed forces, and also President Ahmet
Necdet Sezer.
The
sides, trying to adhere to the common tendency, spoke about measures of struggle
against international terrorism, about possible ways and levers of support to
efforts of USA and their allies. The opinion was expressed, that military
preparations of NATO, and also a position of Russia in this question demand,
that the country of region, including Azerbaijan and Turkey, carefully weighed
the steps. The probability of the important strategic shifts and occurrence of
other formulas of balance in region was also marked. As Turkish MASS-MEDIA,
Turkey and Azerbaijan mark that two Muslim countries with a pro-Western foreign
policy are passing today through an uneasy test.
Turkey,
so up to the end, has not left long financial crisis. Along with many projects
was also postponed civil-engineering design of the railway Kars- Vale (Georgia),
which would connect Turkey to Azerbaijan through Hashuri and Tbilisi.
Extent of road with the mountain route, taking place in complex heights of

inspires the achieved consent about the contract on an export gas pipeline of
Baku (Shahdeniz) - Tbilisi - Erzurum in this connection, there were serious

problems, has demanded, that Georgian side did not make concession in tariffs.
After long altercations, the head of Georgian Foreign Minister, Irakli
Menagarashvili,
informed, that the contract is ready for signing top-level, as Georgia has
accepted the mixed variant of payment of transit of the gas, including alongside
with monetary payment reception and consumption of transported natural gas
itself.
It
is necessary to note that circumstance, that any project connected to Georgia
should be corrected in view of threats on the part of Russia. So,
rather
indicative announcement of the ambassador of Georgia in Russian Federation,
Zurab Abashidze which he made in one of these days, while on the question, «Whether
Tbilisi is going to enter with Moscow into the agreement on inadmissibility of
accommodation in its territory of military bases of forces of any military
blocks withdrawn from Georgia?»
replied: «we
are ready to sign such joint statement, however, while we do not accept in it
some details, for example, such as «bases
in any form cannot be used by the third countries».
And if we shall want to carry out joint manuevors with Armenia?»
Clearly,

Azerbaijan, are necessary for Russia. From here is
