Widely
advertised Putin's announcement - ultimatum in which the owner of Kremlin offers
to Chechens to be disarmed within 72 hours and «join peaceful life», most
likely remain the next inept demarche of Kremlin without any political
consequences. And, in spite of the fact that president Maskhadov operatively
responded to Putin's announcement and expressed his readiness to start
negotiations, and even appointed his representative during these talks, Zakayev,
it is obvious, that both heads speak in different languages.
Russian
side declared creation of four working groups, «which will promote
implementation of the initiative of Vladimir Putin on disarmament of insurgents
in Chechnya», informs Russian MASS MEDIA. One group will work in Moscow,
meeting with representatives of Chechen Diasporas. The second, the basic, under
the direction of general Kazantsev will be based, somewhere around Chechen
Republic. Kazantsev did not disclose its more exact arrangements. One more group
in Rostov will coordinate all work and will collect information, the Russian
side informs.
And
Kremlin has set the task of fourth group as «to cooperate with heads of
administrations of areas of Chechnya», that is, with the puppets on places.
Kazantsev informed, that «process of how insurgents will leave shelter and hand
over the weapon has been confirmed», Viktor Kazantsev left for Chechen Republic
so that to sneer at some Russian MASS MEDIA, «solemnly to welcome leaders of
insurgents, who as expected, will come in convoys to surrender in captivity».
Meanwhile,
president of CRI, Aslan Maskhadov on Tuesday has declared readiness for
negotiations with Moscow and informed, that his representative will be
vice-premier, Ahmed Zakayev. About it is spoken in the announcement of the
press release of Chechen president, which has been published by various agencies.
Aslan Maskhadov, on the interpreted Putin's words about 72 hours duration for
delivery of weapon, has considered that Putin in such an original way put
forward initiative to immediately begin negotiations with Chechen Republic of
Ichkeria.
Thus
Aslan Maskhadov is convinced, that in basis of Russian-Chechen conflict «lays
not at all terrorism in any of its display, but extremely historical complexity
of Russian-Chechen mutual relations». Especially important is the fact that for
the first time Russian president recognized that «events in Chechen Republic
have own background», as emphasized in announcement of Aslan Maskhadov.
In
opinion of the president of Ichkeria, this estimation confirms, that the reason
of war is not struggle against terrorism, but struggle of Chechen people for
independence. Aslan Maskhadov considers, that in connection with the new offer
of the president of Russian Federation, there is a real chance to start
negotiations on the prompt termination of military actions and peaceful solution
sanction of the centuries long contradictions.
Thus,
in presence of completely incompatible positions of two sides and while, not
clear, that what actions will follow the announcement of Putin and Maskhadov. On
the one hand, Kazantsev, carrying out the order of Kremlin, prepares to receive
"convoys of surrendering insurgents". On the other hand Zakayev has
been appointed by Maskhadov as head of the governmental of negotiating
commission, is ready to begin dialogue based on equal rights with the opponent
about the termination of war and conclusion of Russian occupational armies from
territory of independent Chechen state. Zakayev cannot discuss other issues not
having broken laws of the own country.
Interesting
and extra-ordinary is the position of the president of Ingushetia, Ruslan Aushev
in
connection with Putin's announcement. He frankly expressed the fears about a
possible aggravation of situation, both in Chechen Republic, and in Ingushetia.
«Ultimatums to illegal formations are issued since 1994. The ultimatum to
address insurgents was put forward both by general Troshev, and also Kazantsev.
And insurgents did not acted upon these ultimatums», - told Aushev. This time
head of Ingushetia skeptically estimates chances for those to whom the
announcement of president Vladimir Putin is addressed, will surrender weapon. In
opinion of Aushev, up to this announcement opposing sides had any hopes, that
the conflict in Chechen Republic will be settled by political means. «Today
such hopes already are not present for them. And it can result in an aggravation
of conditions as illegal formations do not leave field for maneuvers», - Ingush
president quite reasonably believes.
As
we see, the situation is rather confusing and uncertain though, in our opinion,
most likely are right those among observers, who consider, that Putin's
announcement has only propaganda character and is intended for the western ears
only, and not for Chechens, whose majority spit on his ultimatums. We shall
remind, that Putin's 72-hour ultimatum comes to an end just on Thursday, when
hearing of the PACE on Chechen issue will begin in Strasbourg.
