Moscow
does not miss even the slightest opportunity, so that in any possible way
attempt to make believe United States of the idea that in Chechen Republic is
resisting that notorious «international terrorism», against whom, war was
officially declared by president of USA. These attempts intensify every time as
the situation in the world becomes aggravated, or Washington faces with display
of animosities to USA on the part of various international organizations or
states. Air strikes on United States on September, 11 were perceived by Moscow
as an opportunity for renewal of attacks on minds of American heads, so that to
inspire, at last, the idea that Ichkeria is just that place, where «international
terrorism» has taken root, and the main enemy of USA Osama bin Laden has the
most direct relations with Chechen mujahideen.
The
story of the laser disk «found» in Chechen village describing the American
Boeing, «found out accounts of department of insurgents», interpretation of
last wave of activity of mujahideen in Johar, Gudermes and Argun, «Chechen
trace» in acts of terrorism against USA «revealed» by FSB - carry
so in a specific manner - propaganda character, and Washington has not
considered any necessity of even making a hint to comment on all these «exposures»
of Moscow, fairly believing, that situation in Caucasus is not the same as
attempted to be represented by Kremlin.
The
next blow for Moscow became last announcement of the state secretary of USA,
Collin Powell, at joint press conference in Washington with Foreign Minister of
Russia, Igor Ivanov, who has precisely declared that USA do not see any direct
link between events in Chechen Republic and terrorist attacks on American cities.
On a direct question of the Russian journalist - «Mister state secretary,
you have declared, that USA are ready to struggle against terrorism everywhere.
Whether it includes Chechen Republic, where Russia has faced international
terrorism long before September 11?» - Powell answered so:
«Russia
faces with a serious challenge in Chechen Republic and we know, that they should
tackle this call, and we shall make every possible effort to help them. At the
same time, we always persuaded our Russian colleagues to search for political
solution of this conflict and to preserve their interests, respecting human
rights and other standards».
In diplomatic
language, it means, that USA do not support position of Moscow on Chechen
Republic and consider, that war should be stopped as soon as possible and should
start efforts for finding political solution.
It
is necessary to note, that USA never officially recognized Chechen side and its
power structures - army and home guard - as the so-called terrorist
organizations. In all official documents, there is no mention of links of Osama
bin Laden with Chechen military-political leaders though pro-Russian analytics
and experts from USA rather frequently speak about it. In due time, Vladimir
Rushailo transferred to American law enforcement bodies, the list of 1600
citizens of CRI, whom Moscow believed necessary to detain. Despite of desperate
requests of Russia, American side has not taken such obligations on itself. And
by announcement of Collin Powell, this position has not undergone changes.
According to many observers and Western MASS MEDIA, the American public opinion
counts Chechen problem to be political one.
However,
Moscow avails every opportunity to inspire Washington to idea of links of
Chechen mujahideen with those, whom USA perceives as dangerous enemies.
Literally on the eve, Kremlin propagandists have given out the next portion of
«exposures» for American ears.
«Insurgents of Osama
bin Laden prepare for a number of acts of terrorism against military men of
Russia and USA in Balkan». About it was informed by agency ITAR-TASS with
reference to sources in staff of so-called multinational peace-making forces of
KFOR in Kosovo.
«Use
of automobiles bombs and also application of compact explosives is not excluded
by suicide insurgents», - emphasize sources of the Russian agency. According to
statement of ITAR-TASS, interlocutors of agency assure, that they have
information about «preparation in territory of Bosnia and Herzegovina of group
of terrorists numbering about 10 persons. Presumably its structure includes
natives of Algeria, Yemen and Palestine». Sources in staff of KFOR consider,
that «Chechen insurgents also can be involved in realization of acts of
terrorism».
Most
likely, even the public denial of the state secretary of USA, Collin Powell,
which has unambiguously declared, that idea of Moscow to adhere Chechen Republic
to American «antiterrorist steam locomotive», will not result in any thing,
has not cooled persistence of Kremlin propagandists, which persistently continue
to operate according to ancient Russian recipe – «by hook or by crook!»
