«Washington Times» published an article «Remember communism? Deal with its
consequences», of the known scholar and political scholar, Ariel Koen,
of the senior scientific employee» Heritage Foundation", one of «brain
centers» of Republican party of USA. In article, in particular, it is said:
«After
a collapse of USSR, the way of development of the post-Soviet societies appeared
different. More than all succeeded Baltic countries. They avoided large
mistakes, created market economy and democratic institutes and nowadays are on
their way to NATO and European Union. Byelorussia remains Soviet «Park
of Jur Period», the authoritative power of president, Alexander Lukashenko -
last anachronism in Europe and only Russia supports it. Ukraine today
faces historical choice - between Central Europe and Brotherhood of east Slavs
including Russia and Byelorussia.
Caucasus
is sinking in the sea of nationalism, ethnic differences and ancient hatred.
Caspian reserves of energy carriers and a policy of «petroleum pipes» add
problems in geo-political and geo-economic development of Caucasus. Recent
Irano-Azerbaijan conflict evidently confirms it.
Kazakhstan
and Kirghizstan
tried experimenting democracy in middle of 90, but all round corruption
reoriented authority on creation of authoritative regimes. Uzbekistan and
Turkmenistan became autocrats practically for one night. Tajikistan
destroyed by itself as a result of bloody civil war. Now these regimes face
growing danger on the part of Islamic armed insurgents supported by neighboring
Afghanistan, which is ruled by Taliban.
And
let us see at last Russia. Russia tried to construct democracy and market
economy for one day. It exactly reminded of the worthless and awful Stalin
industrialization, that begun in reply to great industrial revolution in the
West. Now the power politics in international affairs returned to Moscow.
Summits of the Commonwealth of Independent States have got charm of meetings of
the countries of Warsaw Treaty, when unsinkable Heider Aliyev and Noursultan
Nazarbayev reflect on «old kind days» of Soviet Union.
Russia
requires safety, prestige and prosperity. And it tries to solve - what it should
be: empire, republic or the Slavic Union. One thing is absolutely clear: it
simultaneously cannot be both that, and another, and the third. Other
post-Soviet states can not expect become democratic if would continue to remain
authoritative», - summarizes Аriel
Koen.
