Everyone knows, that Stepashin was fireman. But not from those, who extinguishes fires, and from those who set up these fires. According to his activity, it is much better for him. Firstly he as chief of «Fanerno Matches Combine» as FSK (Federal service of counter-intelligence) was nicknamed by Dzhokhar Dudayev. Then appeared in armies during first Russo-Chechen war, with indistinctly outlined functions. And, at last, next premiere. Carried fireman with pink drooped cheeks, on different posts a! nd posts, and has been thrown back to unknown place, as plywood by wind.

In first Russo-Chechen war, Stepashin recommended himself as the amateur to beat captured Chechens. Came out stupid pink-checked like intelligent from helicopter, before whom were set in queue captured Chechens, and started to hit impact by fist to face. In Japan, for workers of factories, nominate a model of chief of shop or engineer, and near a rubber blackjack. That worker, whom has strong desire to cut the heads, takes blackjack and exfoliate model. And soul removes, but deal is not received. And Stepashin is sure, that tied Chechen cannot respond. That Stepashin beat tied captured Chechens, after the first war told chairman of organization, «Prisoners of Russian concentration camps» Yusupov Alavdi. Stepashin beat him also.

Stepashin adopted very rough activity in Northern Caucasus, especially in Chechen Republic and Dagestan before appointment as prime minister. The report of Stepashin to Yeltsin about the done work on a bookmark of reefs in Chechen and Daghestan society played decisive role in his appointment of the woe - fireman as prime minister. It was entrusted to him, as conductor of groundwork «on places» to organize repeated intrusion into Chechen Republic of Ichkeria. What Stepashin openly also declared to journalists after he was actually thrown from prime ministers and so from possible presidency. Provoker - Stepashka informed, that intrusion into Chechen Republic was planned in March 1999. War should begin an autumn of 1999.

At the time of his being as primer minister, and up to introduction into this post, Stepashin managed to organize a number of provocations, both in territory of Ichkeria and Dagestan. The deputy minister of Ministry of Internal Affairs, Kolesnikov was directed to Dagestan, and himself Stepashin constantly held connection with agents in Ichkeria, frequently was in Nazran. Being prime minister, met with Maskhadov, frequently assuring him in special arrangement to President and Chechen government.  What is concerned with Kolesnikov for the period of his activity in Makhachkala, he hammered together solid capital. To Kolesnikov as in gogolev «Revisor» arrived Dagestan officials and with grateful, dog eyes spread the round sums of green. 

In Ichkeria because of threat of arrests have got over hundred Dagestan Muslims as zealous and obliging Makhachkala slaves decided to present gentleman from white-stoned heads of the fellow tribesmen - Muslims. The first «operation», which has been successfully carried out by Kadyrov and Stepashin, was clash in Gudermes. For the first time in the history of Chechens, they shot each other because of religious disagreements, which was skillfully provoked by Kadyrov with full and criminal connivance of Chechen authorities.

One of duty of guards of Shariah was to stop cases of drinking and trade in alcoholic drinks. Occasions to cry  - «ours are beaten» in this connection, it was enough. In summer 1998, Shariah guards found out and destroyed in Gudermesskom area, crops of opium poppy, which belonged to Kadyrov and Yamadayev and similarly crops supervised by Abuyev Salman, who headed department of protection of the state objects. The situation was same as well as in Dagestan areas of Karamahi and Chabanmahi. Officials amicable with Russian power holders supervise papaverous plantations. Russian power holders realized production in territory of Russia. Thus Stepashin attached to business of pro-Russian element, who for his activity on places, did not demand expenses from the budget. Boris Pohmelyuk did not like it.

However Chechen and Dagestan youth, who chooses not Pepsi, but Islamic values, began to break the usual criminal-political idyll. Roads on destruction of papaverous plantations put a serious loss to Kremlin-Caucasian drug mafia. It was broken criminal - financial clew called constantly feeding of «fighter against wahhabism». All the same method of financing are used for Masood in Afghanistan. Very conveniently and the profit in pockets rustles with greens, and a policy of divide and rule promotes. The war planned by Stepashin in Chechen Republic, should be civil, and between supporters of independence. They already preliminary were divided on "traditionalists" and «wahhabists». Everyone who does not drink vodka, prays and regularly attends mosque, and not only on Fridays, he is «wahhabist». The same who suits parties, and vodka is esteemed at the «level», sometimes declar! ing, that they are clean Muslims are traditionalists. 

Shamil Basayev had to play the role of the leader of Chechen nationalists - patriots. But have somehow overlooked to ask opinion of Shamil himself in this connection. In Gudermes events of summer of the year 98, Basayev played vital positive role of authority. That did not match at all with plans of organizers inside Chechen opposition, Stepashin and Kadyrov. Speeches of Yandarbi Zelimkhan on TV of Caucasus, arrival in Gudermes of vice-president, Vaha Arsanov and hard line Shamil Basaev, who headed all armed divisions of CRI for this period, played the basic role in cease-fire in Gudermes, not looking at fury of Kadyrov, calling on the state (!) TV of CRI, inhabitants of republic to kill all «wahhabists». «You know, who are your neighbors» - shouted in a broadcasting of «Kafir metropolitan» as he was christened in people.

But people knew price of Kafirov, who did not disdain stealing of money from Muslim pilgrims making khadzh, to Sacred Mecca. Chechens did not begin to be divided at the request of Kremlin manipulators because of tactics of semiliterate mulla. Civil war did not flash, because Chechens knew the price to war and always extinguished it in bud. But provocations for it were not finished. On turns, murder of Nadir Khachilayev was planned in territories of Ichkeria and at the hands of Chechens. Executor of the plan was volunteered to be Sulim Yamadayev, agent of Stepashin and was promised for services by Kadyrov.
