The
Representative of Teheran declares that Iran does not satisfy apology of
Azerbaijan, and speaks about readiness of Iranians for war.
Similar,
after incident with Azerbaijan civil vessel "Geophysic-3", authorities
of Iran decided to continue game on aggravation. July 29, according to
information of ANS, reconnaissance plane belonging to Air Forces of Iran for 4
hours was in air space of Azerbaijan. It is possible, that 300 meters fly at
height of reconnaissance plane conducted air photography. Control services
behind air space of Azerbaijan traced flight of the Iranian reconnaissance plane
from 13.00 till when " the uninvited visitor " made landing on
military - air base near Iranian city of Resht.
But
no more, no orders were given to stop flight it. The plane flew first from south
to north above Azerbaijan sector of Caspian sea, then directed towards Baku
approximately at 160 kilometers from the Azerbaijan capital and departed back.
Thus " responsible departments " did not give any comments. In
press-service of MNB, it was declared, that protection of air boundaries is duty
of army, instead of the Ministry of national security, but however, it does not
mean, that MNB does not know about this event. In the press-service of Ministry
of Defence, any information subject to disclosure on this incident was not
available. There are too many disturbing attributes of increase of intensity,
that it was impossible not to pay attention to them. For example, according to
information ANS, members of family of ambassador IRI in Azerbaijan Gazai have
left territory of our country.
Even more disturbing fact is unexpected statement of secretary of legislative
council of Iran, Mohsen Rezai.
The
Former commander of corps of guards of Islamic revolution ("Sepah",
Rezai in interview with a number of Iranian newspapers expressed in the sense
that Azerbaijan was one of provinces of Iran and was seized by Russia 150 years
back (it means Turkmenchaiski contract of 1828). " Now our favorite
Azerbaijan people got ride of communist regime, and Azerbaijan laedership should
behave so that Iranian people did not appear before necessity to unite
Azerbaijan with its historical native land (Iran. - Ред.)
", - told Rezai. It is difficult to evaluate statement of Rezai differently,
as territorial claims in address of Azerbaijan. As it can work on a situation in
region, it is not difficult for itself to present. Though it is possible, that
statements Резаи
in the greater degree are connected to an internal political situation in Iran.
As
show results of recent presidential election in this country, in which with the
big separation, leader of "reformers" - President IRI Mohammed Hatami
won, "mullocrats" catastrophically lost popularity. And though today
they still manage to keep under control many fields of authority in IRI, leaders
of "mullacrats" should understand, that their influence in society is
decreasing. In such situation, sharp strain in relations of Iran with the West
can seem a reliable way to break a situation to clericals. Also there is
inevitable a next rise of the anti-Western moods and rhetoric about "
threat to national interests ", and “aggressive American imperialism
" etc.
As
a result of the policy of "reformers" focused on calm relations with
West, appears compromised.
It wa confirmed also by Rezai himself. As he said, new war would urge on
fundamental changes in Iran. And former commander of "Sepah" is sure
in positive outcome for Iran. " We are not supporters of war in any
conditions but if we should take the weapon in hands, the youth of Iran is
capable of victory more than any time before. Rezai considers, that Iran should
not be content with simple apology of Azerbaijan. And these words of the
representative of the Iranian conservatives, most likely, are the answer to
rather soft statement of Minister for Foreign Affairs of Iran, Kamal Harrazi.
Thus
Head of Ministries of Foreign Affairs of IRI has reacted to statement Heidar
Aliev, in which the President of Azerbaijan called to solve all issues about
Caspian sea in peaceful way. As the press-service of embassy IRI in Azerbaijan
informs, Head of Iranian Ministry of Foreign Affairs, highly having estimated
the statement of the President of Azerbaijan, has reminded, that Iran always
linked great importance to relations with neighboring countries, including
Azerbaijan: " it Is necessary to apply forces that Caspian sea was the sea
of peace and friendship ". However on it, the "peaceful" part of
statement of Harrazi was finished. And the Head of Iranian Ministry of Foreign
Affairs, having specified, that IRI seriously is going to protect the interests
on Caspian sea in future, has declared:
"The
countries situated on Caspian Sea before definition of legal status of the sea,
considering motives of other coastal countries, should abstain from actions
which can result in disagreements ". Having emphasized on much importance
of contracts of 1921 and 1940, which, according to Iranian minister, recognize
all parties, Harrazi emphasized importance of cooperation in development of such
status, which has satisfied all. Besides he emphasized, that he is ready for
negotiations with representatives of official Baku, and after that announced:
"Attention to notes of Ministries of Foreign Affairs of Iran in field of
use of petroleum riches of the Caspian sea would become worthy of help in the
future negotiations of Iran and Azerbaijan ".
About
urgency to claim interests of Iran spoke also four Iranian political scientists
- a member of parliament, Elahe Kulae, professor Mohammed Reza Zijae-Bigdeli,
researcher over Caspian sea, Piruz Mujtehidzade and expert of the Ministries of Foreign Affairs of Iran, Aliraza
Bigdeli at press conference on July 29 in Teheran. Former ambassador IRI in
Azerbaijan, Aliraza Bigdeli told, that Azerbaijan became the reason of
discontent for almost all countries of region, referring thus on notes of
Kazakhstan (?), Russia (?) and Turkmenistan. As he said, the four has accused
Azerbaijanian authorities of failure of negotiations over Caspian Sea. Mrs.
Kulae concentrated attention on the point that Azerbaijan wants to achieve its
purposes in any ways:
"The
unwise policy of Azerbaijan can result in crisis in region, which will be
wrapped up not only against the coastal countries, as much as for Azerbaijan
itself". In opinion of Piruz Mujtehidzade, position on Caspian sea very
much reminds of the situation in Persian gulf in the beginning of 70. In his
opinion, Azerbaijan wants to find an occasion to provoke deployment of the
forces of NATO and USA in the Caspian region. Then, on words of Mujtehidzade,
Kuwait protested against works of the Iranian petroleum companies in Persian
Gulf, and Iran had to suspend the activity. " Who asked USA to make
comments on events on Caspian sea? ", - asks dissatisfied Iranian expert,
who is sure, that USA try to influence processes in region.
How
events are developed, Caspian sea as well as Persian gulf, becomes one of those
regions, where interests of USA and Iran collides directly. Moreover, from the
moment of coming to power in USA, new Republican administration led by George
Bush to involve Washington in the Caspian political and economic processes has
increased. To strengthening of positions of Washington in Pri-Caspian American
establishment gives a close attention. And it means, that Azerbaijan, interests
of the West in the Azerbaijan sector of Caspian sea are more exact, could be
chosen as the next target. Russia declared Caspian sea as its sphere of national
interests.
To
tell the truth, not looking on it, Moscow reacted after others Pri-Caspian
states, and its reaction appeared more than soft. The official
representative of the Ministries of Foreign Affairs of Russia, Alexander
Jakovenko has evaded from an estimation of actions of the Iranian side on
Caspian sea. It only has expressed regret concerning "incident, which
occurred recently in southern part of Caspian sea between friendly Russian
states - Azerbaijan and Iran ". A.Jakovenko declared, that Caspian sea
should become region of peace and stability, mutual trust and equal in rights of
cooperation. "We proceed from that, - representative of the Ministries of
Foreign Affairs of Russia noted, replying to " the Echo ", - that,
solving questions at issue, the sides will operate in spirit of good
neighborhood through direct dialogue, showing wisdom and restraint ".
Besides
A.Jakovenko noted urgency of acceleration of process of development of new legal
status of Caspian sea, settlement on this basis of questions interests on
Caspian sea. However the situation develops in such a manner that to name
Caspian sea as "region of peace" is now difficultly. In the statements
and actions of Iranian side has gone too far - infringements by militiamen of
IRI on frontier of Azerbaijan became daily business, as well as " the
sustained reaction " of our frontier guards preferring closely observe of
actions of Iranians from the side. Similar, that Iran does not brake its
activities yet, and Azerbaijan can’t tackle with this situation alone.
