Criminal Code of the Russian Federation relate rape, violent acts of sexual
nature, forcing to acts of sexual nature, sexual intercourse and other acts of
sexual nature with a person below the age of 14 and promiscuous acts to a group
of crimes against sexual inviolability and sexual freedom of personality (article
131-135 Criminal Code of RF).
In
reality however the circle of crimes committed with sexual motives is wider.
Some murders, infliction of damage to health to a varying degree, beating,
torture, kidnapping people, involvement of the minor in performance of
anti-social actions, involvement in practicing prostitution, spread of
pornographic materials, abuse of bodies of dead, cruel treatment of animals,
hooliganism, etc. are also categorized under the group.
According
to statistics, 61% of criminals convicted in these articles are mentally healthy. Among the individuals suffering from mental disorders,
psychopaths comprise 15.8%, alcoholics-9.0%, oligophrenes---6.8%.
Two-third of those, who commit rape, are below 21 while maximum of
criminal activity comes to the age 16-17 (moreover, 33% of teenagers were
victims of sexual abuse in the past). People
aged 22-30 commit a little less than one-fourth of crimes and individuals older
than 30 perform 10-12% of criminal acts.
Majority
of criminals who committed sexual violence against children are men.
About 85% of victims had previous trusting relations with the violators.
Thus, these people are well known to the child.
35-40% of them are fathers, brothers, others relatives, mother’s lovers;
45-50% are visiting friends, neighbors, instructors.
Only 10-15% are chance acquaintances and strangers.
According
to the data of prosecutor’s office, in Moscow in 2000, 179 rapes were
committed while in the first four months of this year 72 crimes were recorded,
which is almost twice as many as in the same period last year (45 crimes).
26 people were taken to court for article 135 (promiscuous acts) last
year and five in the meantime this year. Nonetheless,
the given figures do not reflect the real picture since not everyone appeals to
the police for the fact of violence or appeal when it is already impossible to
prove. Only 5% of teenagers who
requested psychological assistance in different rehabilitation centers reported
to the police about sexual crimes committed against them.
