Russia, there is an old and true sign. If reforms have begun in power structures,
it means, something has not been divided.
Present
reform of Ministry of Internal Affairs is conceived with such scope and depth of
reorganization, that the scale of a sharing and its orientation became visible,
even to remote onlookers. It is known that Russian power structures are, as a
matter of fact, the prospering commercial enterprises. On number of "sponsored"
commercial companies, custom warehouses, cargo terminals, intermediary firms,
security agencies, commercial banks, legal and consulting organizations, they
are could enough to take the most worthy place among all other oligarch-criminal
structures. It is natural, that at such scope of business and amount of the
means enclosed in the given business, competition between power departments gets
the sharpest character and frankly criminal forms. In section of spheres of
influence, it is necessary to count the critical stage of leaving of Rushailo of
Security Council and assignment of Putin’s promoted worker, Gryzlov on the
post of Minister of Internal Affairs. Gryzlov on the one hand is a decorative
figure, but on the other hand is a symbol.
Replacement
of militiaman to the core and leading of the completely "handled clan

structure of Ministry of Internal Affairs into three blocks actually will result
in break of traditional militias of inter-clan connections, liberation of posts
- and, as consequence, to actual submission of the apparatus of the Ministry of
Internal Affairs to security officers.
First
"swallow" in this process became assignment of two true security
officers – people of Putin, Eugeny Solovyov and Konstantin Romodanov, on the
post, accordingly, Deputy Minister of internal affairs on the staff and the head
of department of his own security. After these assignments, it becomes quite
clear that personnel reforms in the Ministry of Internal Affairs will be carried
out now or directly by security officers, or their promoted workers. The
authoritative control system of Russia worked out and practiced by Yeltsin, with
its system of balance of clans, obviously does not suit Putin. He completely
precisely and consistently will carry out a line on construction in Russia not
authoritative, but a totalitarian control system with unique ruling clan of his
own. Having tamed the State Duma and actually having dispersed Council of
Federation, Putin finally decided to crush all without exception of power
departments.
If
to take into account, that next division of the market most likely will be
complicated not only by differences between "hereditary" militiamen
and those leaving with Lubianka, but also possible collisions between newly
appeared structures of the central apparatus of Ministry of Internal Affairs (GUOP
and GUAP) from the Municipal Department of Internal Affairs of Moscow which,
having superseded other competitors in epaulets, including "militia of
morals", established quite enough "trusteeship" above organized
prostitution (including intimate interiors with militias "roofs"), and

Troshev. Almost at once after Limonov placed in Lefortovo, inspectors of FSB, in
the best of Beriev traditions, began "to work on" disgraced writer,
purposefully collected compromising evidence on Troshev. Besides security
officers decided to use in the departmental interests of shameful failure of
Russian aggression in Chechen Republic and general decomposition of all Russian
occupational grouping. For security officers, half-year feeding of Kremlin’s
frank disinformation about mythical "victories" in Caucasus, and in
practice ruined not only army, but also secret-service work in Northern Caucasus
(that excellently proves the shiningly carried out operations of Mujahideen on
liquidation of national-traitors and agents of Russian special services, who
caused the present wave of panic among puppet Kadyrov administration and the
whole series of resignations in the Chechen Republic of pro-Kremlin officials),
it is fine occasion to put all fault on the servers - militarians to avoid
impact, and having provoked cleaning in army to appoint the staff not only
militias, but also the militarian.
Nikolay
Patrushev, having convinced, that operation goes according to plan, has already
addressed to Putin with the offer to send Troshev in resignation as last "made
a number of political mistakes, discrediting military administration" (APN).
As though the horde of executioners called the Russian army, it is possible
something to discredit in addition! However, Troshev, having understood, the
wind whence blows, has appealed to Putin with the counter offer: to recognize
activity of FSB on the Chechen front as unsatisfactory and to debar FSB from
military campaign. The executioners lost war and saving their own lives, arrange
public differences and accuse each other of "non-professionalism".
Apparently, even executioners are no more pushing Putin. There are only
animal-minded butchers. Having started simultaneously two interconnected
processes - aggressive war against Chechen republic Ichkeria and establishment
inside the Russia of totalitarian regime and absolute power of the security clan,
Putin has provoked the hardest political crisis and the whole series of "differences"
among power structures. In this situation, it is a pity that only those innocent
people, citizens Ichkeria, who suffer from Putin’s aggressions and love of
power. And as to Russian "brethren" in epaulets - that for a long time
already would be desirable to deliver them one tempting offer. Friends, do some
