Russian
national committee "For termination of war and restoration of peace in
Chechen Republic " has appealed to President of Russia, V.Putin and to
President of Chechen Republic of Ichkeria, A.Mashadov. In the appeal,
particularly, there was an offer of declaring immediate cease-fire and beginning
of negotiations. "Mister Mashadov, - it was spoken in appeal - you
repeatedly expressed readiness for negotiations without preliminary conditions
with Russian authorities". The member of Russian national committee "For
termination of war and restoration of peace in Chechen Republic", Executive
Director of All-Russian movement "For Human Rights", Lev Ponomarev
informed about original letter of Aslan Maskhadov to "Washington Online".
According to Lev Ponomarev, the response of President Putin has not followed yet.
"Washington online" has issued letter of Aslan Maskhadov completely,

The
open appeal of President of Chechen Republic of Ichkeria to the Russian national
committee "For termination of war and restoration of peace in Chechen
Republic".
Addressing
first of all to representatives of Russian national committee "For the
termination of war and restoration of peace in Chechen Republic",
subscribed under this appeal, being at the same time outstanding all over the
world of the Human Rights activists, I would like sincerely to thank them for
their courageous and strong civil stand. To thank them for their aspiration
first of all on their human and civilized sight on state of affairs. In the
appeal it is said, I once again want to appeal first of all to President of
Russian Federation V.Putin, public of Russia, world community that nobody has
and can not have benefit from this current war and long-term opposition. People
from both sides perish instead of creation, all things are going to collapse,
and destruction.
Then,
ostensibly, all is restored, there are enormous material inputs, and it is not
known where and again all this may repeat. It is a vicious circle and we can
not, and we have no right to pretend, that we do not notice it. I am deeply
convinced, that we are capable to solve these questions in interests of our
peoples, for this purpose does not suffice very little, sincere desire of both
leaders to make it and tolerance to listen each other. This war already today
has not brought any benefit neither to Russian, nor to Chechen peoples but only
aggravates and complicates our mutual relation. I assure you, this war does not
bring pleasure to us. We conduct the struggle with the purpose like the previous
times, already again to rescue our people from a genocide and this barbarous
policy of "burning ground", which is conducted by Russia against
Chechen people already more than 300 years.
I, the
President of Republic, legitimately selected by my people in the presence of
international observers including from Russia. Neither I, nor true sons of
Fatherland, who are becoming near to me in struggle against this aggression, its
brutality and continuous violence on Chechen people, are not gangsters and
terrorists. The announcement about it for me is blasphemous and cynical. I ask
and demand to respect in my person, the choice of my people and to enable it to
solve, who should supervise and chose what should be its statehood. Precisely at
the beginning of operations, I repeatedly declared that we go not on a correct
way of enhancing our mutual relation. We already passed on this way, and it has
not resulted in anything good for us. The revenge, hatred, retaliatory actions
is a way, there is no place, thus it is impossible to solve interethnic and
international problems, it is proved any more time in history of mankind. It
brings sorrows, sufferings, huge deprivations for both peoples and most
important results still be deep enmity and hatred to each other. I offered to
sit down on negotiating table also in the course of full-scale war, which was
conducted by Russia against my people, naming it "counter-terrorist
operation".
I
offered already to try to solve all questions in the civilized way and was ready
at presence of the appropriate proofs to conduct joint struggle against
terrorism, narcotics and gangsters, which has overflowed not only territory of
Chechen Republic. And naturally it was necessary for me as President of Republic
to conduct dialogue with authorities of Russia, as it is necessary now. I am
sure, that former President of Russia B.N.Yeltsin differently looks at many
questions of our mutual relation now also. Much could be made differently, but
the bowl of weights again was declined to use and we know why. Because it is
easier to make profit of this chaos, and this lawlessness, making riches,
progress in this period on posts and ranks etc. Our historical, territorial
position obliges us to search for conciliatory proposals in our mutual relation
and bloody history of this mutual relation, the best proof of this theme, that
this way is not true. Till now, strangely enough, with Chechens, still nobody
tried to construct the mutual relation on principles of good neighborhood,
mutual respect and recognition of its legitimate rights for this ground. I know
people and am sure, honoring of appropriate relation, Russia would find reliable
and true neighbor. And up to today's moment, in full from the point of view of
good-neighborhood, in Russia still nobody tried to solve these questions.
On
contrary, giving out desirable announcements instead of reality. Deforming facts
and reality, presenting them with nationalist, great-power shade, this is
extremism of generals and politicians - wars and massacre, provoked both first
and second Russio-Chechen wars. After the first war, republic in ruin, people in
distress, we aspired to improve relations with Russia, I know it and B.N.Yeltsin
knows it. Instead of help, we received supports of full-scale, duly subversive
activities, work of special services of Russia. Then other help was necessary
for us and now other approach is necessary for us. At that time, there was
D.Dudaev and B.Yeltsin, but now there is V.Putin and there is A.Mashadov but
that these wars have brought to our peoples, whether that is commensurable to
what former presidents and present aspired, with that to what we are facing as a
result. We heat an opposition even more, with that to what we finally come
across. We heat an opposition and hatred between our peoples, it is not that way
which we adopt.
In the
name of future of people, sincerely trusting, that not looking on anything about
relations of Chechen people and Russian, there is a future, I officially confirm
the readiness to sit down on negotiating table with Russian authorities,
readiness to start peace dialogue without preliminary conditions. What so ever
will be the consequences, I am convinced that the future of our peoples lies
only in mutual respect and mutual understanding, if we shall not come to this,
other leaders, whoever may be they, will come to it, but they will be known as
wise politicians and heads in history.
