The
decision of administration of Georg Bush to accept Minister for Foreign
Affairs of Chechen Republi was called clearly not friendly by Kremlin. Moscow
regards this action of Washington, as "encouragement of the international
terrorism and separatism". Russian administration has promised to not
disregard intention of administration of the American president "to deal
with the Chechen problem". By a tonality of reaction of the Kremlin and as
to frankly irritable comments of the Russian Ministry of Foreign Affairs in
Moscow has extremely painfully reacted to desire of the State Department to
receive the representative of Aslan Maskhadov in Washington.
This
fact may not be left unnoticed that information about preparation of the State
Department to go on official contact with Chechen representatives has sounded on
the eve of exile of six Russian diplomats accused of espionage. It is expected
that the government of USA will declare persons non grate yet not less than 50
Russian diplomats. Such a massive act of anti-espionage in USA did not happen
since 1986 when more than 80 Soviet diplomats were deported from the country for
espionage. The obvious interrelation of these two events does not cause any
doubts in the mind of observers and experts who underline that hardly
administration of Bush would take such radical steps, having combined them on
time if did not base on a certain strategic decision of administration of USA.
Activeness
of the policy of Washington in the direction of Caucasian does not cause doubts.
Literally on the eve of all mentioned above events with visit to Georgia by the
director of FBI Louis Freeh who publicly has dared to comment on exile of three
Russian diplomats from Bulgaria. Louis Freeh has in a pointed manner approved
actions of Sofia, having named them compelled, but the justified measure. The
visit of Louis Freeh to Tbilisi resulted in opening in Georgia of a bureau of FBI
of USA. Practically simultaneously on a visit of high-ranking American head to
Tbilisi and exile of Russian diplomats from USA, one more action of the American
administration has sounded unpleasantly for Kremlin. The state secretary of USA
Powell has warned Moscow from use of power against Georgia and has called the
behavior of Russia in relation to Georgia "unworthy as neighbor".
All
that is happening between Washington and Moscow to the evidence needs no special
proofs, shows obvious cooling of relations between two countries. The period
"Clinton’s roofing" of Kremlin limitlessness, apparently, has
become a story of the past. Finally Washington has understood that 10 years
policy of support of Russia has only increased appetite of the Kremlin grouping,
which began to threaten really the interests and security of United States.
Americans take the first serious steps in the Caucasian direction. And the
direction has not been chosen casually. Similarly White house has realized, at
last, that Caucasus is too important for all world as an angle of the Earth as
to give it on payoff of a grown decrepit cattle, but still dangerous empire. Now
it is very important that in Washington would realize also that actions of USA
in Caucasus will be productive only if these actions will start with a principle
of equality, partnership and absence of counterproductive desires to impose
their will on Caucasian peoples.
